The MMOPA Flight Risk Assessment Tool (FRAT) is a resource developed by the Malibu/Mirage Owners and Pilots Association to assist pilots of PA46 aircraft in evaluating unique flight risks associated with models such as the Malibu, Matrix, Mirage, M350, JetPROP, Meridian, M500, and M600.
Users complete a detailed questionnaire related to their upcoming flights, with the MMOPA FRAT providing a risk score falling within one of three categories:
- Green: Indicates lower risk. Pilots/crews are advised to address the highest-scoring risks and endeavor to mitigate these elements.
- Yellow: Signifies caution. Mitigation of key risks is recommended to diminish overall flight risk. If the score remains in the yellow zone, the Federal Aviation Administration (FAA) suggests consulting with a designated safety expert (such as a Certified Flight Instructor) to formulate additional risk mitigation strategies or consider canceling the flight.
- Red: Represents a high-risk level. Unless risks are effectively mitigated, the flight should not proceed.
The FAA underscores the significance of integrating a Flight Risk Assessment Tool (FRAT) within Safety Management Systems (SMS). By accurately distinguishing between low and high-risk flights in advance, pilots can establish review procedures and devise effective risk mitigation tactics. A FRAT facilitates proactive hazard identification, being user-friendly and offering a visual representation of potential risks. It serves as an indispensable tool in guiding pilots towards informed go/no-go decisions and should form an essential component of flight planning.
